Medicare Access and CHIP Reauthorization Act

As the Medicaid Program was enacted last 1965, the Children’s Health Insurance Program was created last 1997 under the Balanced Budget Act of 1997.

Furthermore, Former US President Obama signed the Children Health Insurance Program Reauthorization Act of 2009 that will extend the implementation of CHIP up to 2013. But it did not end there, the Affordable Care Act (ACA) was passed into law, and amended to extend the said program for 2 additional years.

In 2015, Congress passed the Medicare Access and CHIP Reauthorization Act (MACRA) which gives another extension for CHIP up to September 30, 2017.

However, Congress passed a 6-year extension and another 4 years for the program last January 2018. CHIP provides assistance and aid for low-income individuals for over 24 years. It would describe the effectiveness of the said program within covering health insurance.

The children’s Health Insurance Program was financed by both the federal and state government.

Am I Eligible for the Children's Health Insurance Program?

The eligibility rules for the Children’s Health Insurance Program may vary depending on the local state. Each state of the United States has its respective rules and regulations about the program.

For Targeted Low-Income Children

  • Must be a US citizen or qualify the immigration requirements.
  • Must be a resident of the local state where you’re applying for.
  • Must be under the age of 19.
  • Must not be associated with other health insurance programs. Should not qualify for  Medicaid or any other health insurance programs whether from the government or private insurance.
  • Must meet the CHIP standard guidelines for income. The said guidelines were based on the applicant’s household size. Refer to the table below for the preference of the CHIP  standard guidelines.

The standard income guidelines for the Children’s Health Insurance Program (CHIP) are not low as for the Medicaid Program.

Individuals and families with a high salary can be covered by CHIP as it prioritizes those individuals who did not qualify for Medicaid.

Children that are ineligible for CHIP are the following.

  • Inmates of a public institution.
  • Children that have mental illness under institutions.
For Targeted Low-Income Pregnant Women
  • Pregnant women under 19 years of age are under 200% of the Federal Poverty Line (FPL).
  • Pregnant women above the age of 19 must be under185% of the Federal Poverty Line (FPL).
